Zero-Rating to be Done Online Effective September 1

Tax Administration Jamaica (TAJ) is advising that effective Tuesday, September 1, 2015 entities qualified for zero-rating, such as schools, charities and embassies, will be required to request zero-rating approval letters online using the TAJ Eservice facility at www.jamaicatax.gov.jm. The changes will also allow suppliers to confirm the validity of zerorating approval/rejection letters using the TAJ eServices facility.

As a result of these changes, entities entitled to zero-rating on goods and services will no longer be able to get their invoices stamped “zero-rated” at a tax office, but will be required to make these requests online. Zero-rating approval/rejection letters will be generated electronically as part of the process. Business persons and suppliers will also be able to confirm the validity of transactions which have been approved for zero-rating.

The online processing of zero-rating has been in operation since February, when the TAJ rolled out its new Revenue Administration Information System (RAiS) and is already being used by several suppliers and entities entitled to zero-rating.

To gain access to the eService facility, qualified entities will be required to first register to use TAJ’s online service. To do this, the entities need to logon to TAJ’s Enterprise Portal and create a username and password, if they do not already have one. This can be done by clicking the “Client Login” banner or “Login” link followed by clicking the “Create Account” link. Following this step, the entity needs to do a one-time registration for TAJ eServices, including online Zero Rating requests, by downloading and completing the Application for eServices Account Form. This can be retrieved from the TAJ’s Enterprise Portal under the“Forms” Tab. The completed form is to be submitted along with the required supporting documents to the nearest Tax Office or contact TAJ’s Customer Care Centre at 1-888-829-4357 for online registration assistance.

Suppliers will be able to electronically verify the validity of a zero-rating letter presented to them. To do this the supplier must logon to TAJ’s Enterprise Portal at www.jamaicatax.gov.jm by entering username and password. Once logged-in a supplier can click on the link for “zero rating validation” and enter the letter ID, to confirm if it is valid.

Entities entitled to zero-rating and suppliers are able to access Procedure for Submitting Zero Rating Requests Online, which may be found under the “How To” tab on the homepage of the TAJ website. Additionally, sensitizations sessions will continue across the island to prepare stakeholders on these changes. Interested persons may visit the TAJ Tax Portal at www.jamaicatax.gov.jm or contact the TAJ Customer Care Centre at 1-888-TAX-HELP (1-888-829-4357) or any Tax Office for further information or guidance.
